NCCE is proud to announce a new E-Rate program to provide full-service E-Rate support for schools and libraries in the Northwest Region, including:

  • Technology planning support and RFP development;
  • Completion and submission of Forms 470, 471, 486, and 500 for Category One and Two;
  • Preparation of bid materials and on-site coordination of vendor walkthroughs if needed;
  • Mitigate the Program Integrity Assurance (PIA) review process and audits, if needed;
  • Complete BEAR forms to request your refunds once the applications have been approved and services rendered.

About the National E-Rate program:

The Schools and Library Division (SLD) of the Universal Service Administration Company (USAC), commonly known as the E-Rate Program, provides discounts to schools and libraries on eligible telecommunications, Internet access, and hardware expenses. The program, authorized in the Telecommunications Act of 1996, has experienced many program changes in its nearly 20 year history including a broad-reaching overall as part of the E-Rate Modernization order in 2014. Supported entirely through a small telecommunications tax, the program returned nearly $4 billion dollars to schools and libraries last year.

Does NCCE provide training on E-Rate?

Yes!  NCCE offers short (1-2 hour) trainings on a variety of E-Rate related topics, customizable to your group or organization. 

How much does the NCCE charge for their E-Rate Services?

NCCE offers competitive rates. Given the full-service nature of our program, our customers can expect to spend just a few short hours each year supporting E-Rate.

Our rates are fair: unlike some services that charge a percentage of what you receive back, NCCE charges a flat rate per school with no hidden fees, and no billing “surprises.”

Can NCCE help my district if we need support for just one component of the E-Rate program?

Yes!  While we believe our full-service rate program offers the best value for our customers we can provide hourly support to help with specific program components. 

We’re already working with a consultant for the current “E-Rate Year.”  If we sign up with NCCE will we have to work with two consultants until the current year has ended?

No. If you join NCCE’s E-Rate program we will transfer all pending applications and processes to the NCCE and finish the work on your behalf for no additional charge.

Eric Chambers has nearly 20 years of experience in fund development having raised $30 million in the last decade alone. For the past 13 years Eric has been developing and securing funding for a variety of educational programs ranging from teaching American history, prevention and behavioral health services, math and science improvement, and technology integration. For the past eight years Eric has managed a full-service E-Rate program serving 19 school districts in Washington State, generating millions of dollars in new revenue for participating school districts. He also worked with several school districts conducting the human part of district-level technology program reviews, program evaluation, and technology planning.

An accomplished instructor, Eric has held adjunct teaching positions with the Colleges of Education at Western Washington University and the University of Washington where he taught classes in educational psychology, fund development, program development, and applied research/evaluation. He has also taught countless workshops in grant writing (including a pre-conference workshop at NCCE), E-Rate, and leadership development.

Eric comes to NCCE from a regional service agency in Washington State, where he most recently served as the Director of Evaluation, Planning, and Development.
