As the Superintendent of Freeman School District in Washington, Dr. Russell is a proven results-driven leader. He has dedicated his career to fostering excellence through his emphasis on building relationships, leadership development, and effective partnerships, all of which have directly impacted the success of his school district.

In his 36-year career, Dr. Russell has worn many hats: teacher, coach, principal, and superintendent. His accomplishments are impressive. Under his leadership, the Freeman School District has consistently achieved a remarkable graduation rate of over 98%, all while completing a wide range of successful construction and community engagement projects. From leading strategic expansion plans to overseeing multimillion-dollar developments, Dr. Russell’s experience is extensive—and he’s eager to share his knowledge and insights with you at NCCE 25.
